Yes. Make an encrypted backup with a passphrase you choose, move the file yourself and restore it on the new phone. Clips are excluded by default and can be included if you want them. There is no account, so nobody can reset a forgotten passphrase.

The rain loops ship inside the app and are credited, with their licences, under Settings, About, Licences. The white, pink and brown noise are generated on the phone, so nothing is downloaded and nothing ever runs out.
